SIGPAC (HVD) high-value data and sensitive REA/CUE data in AgrospAI
The AgrospAI data space makes available to participants several datasets from the Spanish agricultural sector. Specifically, this use case brings together the high-value data of the SIGPAC (Geographic Information System of Agricultural Parcels) and the sensitive data, from agricultural holdings, registered in the REA (Register of Agricultural Holdings) and the CUE (Digital Fieldbook). The REA and SIGPAC are part of the Spanish Integrated Administration and Control System (IACS), the framework through which the administration manages and controls Common Agricultural Policy (CAP) aid.
This use case shows how both open and sensitive data can be published and consumed within a federated data space, preserving at all times the sovereignty and privacy of the information.
Objectives
The main objective is to facilitate controlled and traceable access to the reference agricultural information that is currently scattered across administrations, allowing it to be combined with holding data and third-party services. In particular:
- Publish the SIGPAC high-value datasets and the sensitive REA and CUE data as data-space assets, with their metadata and terms of use.
- Facilitate discovery of these data through the AgrospAI decentralised catalogue.
- Enable integration of the geographic parcel information (SIGPAC) with the administrative information of the holdings (REA) and with the record of cultivation activities (CUE).
- Enable value-added services on these data without needing to extract them from their source, applying the compute-to-data model through "data rooms".
- Preserve data sovereignty and protect the personal data of the holding holders.
Context: the IACS high-value data
SIGPAC
The SIGPAC is the geographic information system used to identify agricultural parcels in Spain. For each enclosure (the minimum land-use unit within a parcel) it provides, among other things, the location and geometry, the municipality, the polygon, the parcel and the enclosure, the land use, the area and the slope. It is the geometric base on which agricultural areas are declared and controlled, and it constitutes a high-value dataset in the geospatial domain.
REA
The REA (Register of Agricultural Holdings) is the administrative register of agricultural holdings. It identifies each holding and its holder, and links the holding to the parcels that make it up, as well as collecting information on the activity and productive capacity. In this use case, a real holding is published for which the holding data are available within the data space.
CUE
The CUE (Digital Fieldbook) is the record of the activities and treatments carried out on the holding —for example, applications of plant protection products, fertilisation and cultivation tasks—. Digitised, it provides detailed traceability of agricultural practices. In this use case, the CUE is offered together with the real REA holding, so that the administrative data and the activity data can be analysed jointly.
Available datasets
The following assets are published on the AgrospAI portal and can be run or consumed within the data space:
| Dataset | Content | Access |
|---|---|---|
| SIGPAC | Geographic information on agricultural enclosures and parcels | Land Parcel Codes to GeoJSON, Coordinates to GeoJSON |
| REA | Register of Agricultural Holdings | REA ES010000021468 |
The SIGPAC is accessed both by parcel code and by the geographic coordinates of a point. Together with the REA and the CUE, they make it possible to reconstruct the relationship between the territory (the parcels), the holding (the holder and its activity) and the practices carried out on the ground.
How it works
Access to these data follows the usual model of federated data spaces:
- Publication as assets: each dataset is registered as an asset with its descriptive metadata (title, description, format, licence and terms of use) and its decentralised identifier.
- Discovery: participants locate the assets through the data-space catalogue and consult their metadata before requesting access.
- Access control and contracts: access is granted through the data space's credential and smart-contract mechanisms, so that the provider defines who may use the data and for what purposes.
- Compute-to-data: analysis services run alongside the data, so results are produced without raw data having to leave the provider's environment.
- Integration: SIGPAC, REA and CUE data can be combined through their common keys (municipality, polygon, parcel and enclosure) to build value-added services.
Applications
The combined availability of SIGPAC, REA and CUE within the data space enables, among others, the following applications:
- CAP aid management and justification: cross-check declared areas with SIGPAC geometric information and the holding data from the REA.
- Traceability of agricultural practices: analyse the CUE to learn about treatments, fertilisation and tasks, and relate them to each enclosure.
- Agronomic advice and precision agriculture: combine parcel geometry with sensor data, soil analyses or satellite imagery.
- Regulatory compliance and auditing: have an objective and traceable basis for verifying requirements and conditions of the holdings.
- Studies and research: analyse the relationship between land uses, agricultural practices and results, using reliable reference data.
Privacy and sovereignty by design
The use case applies AgrospAI's principles of data sovereignty and privacy by design:
- Data remain under the control of their provider; the consumer accesses them according to the agreed conditions.
- The personal data of holding holders are handled so that they are not unnecessarily exposed.
- Analyses that require it are run through compute-to-data, so that derived results are shared rather than raw data.
In this way, the high-value IACS data can be reused to generate value without compromising the privacy or sovereignty of the information.
