Introduction

The Ministry for Digital Transformation and Public Function, through the Secretary of State for Digitalization and Artificial Intelligence, published on 07/16/2025 in the BOE the bases regulating the Data Spaces Kit [1], a new aid program for private entities, public bodies, and Administrations to facilitate their effective incorporation into data spaces, to which an investment of 60 million euros will be allocated.

What is the Data Spaces Kit?

The Data Spaces Kit program aims to finance the costs incurred by companies and Public Administrations during their effective incorporation into a data space.

This program seeks to overcome the main barriers that currently hinder the participation of entities in these spaces.

In essence, it is financial aid aimed at facilitating the integration process of participants into a data space, covering part of the expenses derived from said incorporation.

What does AgrospAI offer?

Considering that AgrospAI is a data space demonstrator for the agri-food sector, financed by the Sectoral Data Spaces Promotion Plan, it is considered an eligible sectoral data space within the Data Spaces Kit program. Likewise, it will be part of the Data Spaces Trust List prepared by the General Directorate for Data.

Therefore, through AgrospAI, it is possible to obtain the Incorporation Certificate issued by the General Directorate for Data, which certifies that effective incorporation into a data space has been achieved.

⚠️ Remember: The Incorporation Certificate, issued by the General Directorate for Data, is essential to access the aid from the Data Spaces Kit program.

The AgrospAI team has over four years of experience in data spaces, and we have recently obtained European accreditation as a Gaia-X Lighthouse Project [2]. Furthermore, we participated in the European project AgriDataSpace [3], responsible for defining the future Common European Agricultural Data Space (CEADS), and are currently involved in its deployment within the European CEADS project [4].

Who can be beneficiaries of the Data Spaces Kit?

The following entities can benefit from the Data Spaces Kit program:

  • Public and private entities with legal personality and economic activity.
  • Spanish Public Administrations, considered key beneficiaries due to their strategic role and their large volumes of high-value data.

Common requirements:

  • Have their tax domicile in the EU.
  • Be up to date with payments.
  • Not exceed the limit for de minimis aid.

Types of aid and amounts

The program offers monetary provisions aimed at financing the costs incurred by beneficiaries in the process of incorporating into data spaces.

  • These are de minimis aid, granted by non-competitive concurrence, following the order of application until the available budget is exhausted.

What activities and expenses are eligible for subsidies?

Activities directly related to the incorporation or participation in a data space are considered eligible for subsidies.

Eligible activities and expenses

Eligible activities:

  • Identification of opportunities, selection of the space, and definition of use cases.
  • Development of business plans.
  • Management of legal and regulatory requirements.
  • Data preparation and creation of data products (including metadata).
  • Implementation of technical connection (adaptation of architecture, infrastructure, and software).

Eligible expenses:

  • Own staff dedicated to the project.
  • Hiring of external services.
  • Acquisition of products necessary for data preparation or connection.
Non-eligible expenses

The following are not considered eligible for subsidies, among others:

  • Hardware (where it is not part of the connection or creation of the data product).
  • Telecommunications costs.
  • Data purchase.
  • Participation fees in the data space.
